5 Community Improvement Plans: Baton Rouge, LA

Client: East Baton Rouge Redevelopment Authority

Summary: The Community Improvement Plan for five distressed communities in North Baton Rouge set forth strategies for public infrastructure improvements and financial incentives to attract private development. The initial catalyst projects in each community will spur additional development and growth of existing businesses. These revitalization plans are community-driven and provide strategies for improving quality of life and creating economically sustainable and physically resilient communities.

Services:

  • Extensive public outreach, including charrettes and interactive, digital alternatives and implementation workshops for each of the five communities with over 500 participants.
  • Identified targets for rental rehab loans, facade grants, and new market tax credits.
  • Mapped and analyzed land use, hydrology, demographics, zoning, transportation, infrastructure, building conditions, businesses, property values, and historic and cultural landmarks.
  • Assessed market demand for a variety of commercial business types, developed building prototypes and costs for each, and prepared financial pro forma with gap financing for catalyst areas.
  • Planned street enhancements, drainage renaturalization and flood mitigation to existing water channels, new pedestrian and bicycle paths, new transit stops, and amenities to better connect these communities with greater Baton Rouge.
  • Developed branding that corresponded with each community‚Äôs unique identity within the city.
  • Developed a detailed, quarterly based implementation plan that coordinates actions required by multiple entities.
