Pontilly Stormwater HMGP: New Orleans, LA

Summary: Dana Brown & Associates serves as the Project Landscape Architect for the Pontilly Hazard Mitigation Grant Project (HMGP). Pontilly is composed of two moderate income, minority neighborhoods, Ponchartrain Park and Gentilly Woods, almost 900 acres in size, which have for decades experienced repetitive losses due to flooding. Both neighborhoods were severely damaged by Hurricane Katrina, with hundreds of homes destroyed or severely damaged. A Hazard Mitigation Grant is funding the analysis, modeling, design, and construction of green infrastructure throughout Pontilly. The stormwater management interventions are necessarily retrofits in these existing older neighborhoods. Issues addressed include heavy clay soils, severe soil subsidence, and drainage pipes and pumps taxed beyond their capacities. Working with hydrologic engineers, Dana Brown & Associates designed stormwater detention areas in empty lots that also serve as small parks, bioretention areas in curb extensions along streets, bioswales between curbs and sidewalks, and pervious concrete in parallel parking zones. The project has been well-received and the benefit-cost analysis proves a 1.5:1 benefit ratio. Preparation of construction documents ins underway for construction to begin in 2016.
